Can I send important notifications to all users bypassing newsletter opt-out flags?

Custom member filters cannot bypass newsletter opt-out flags.
If you want to send emails bypassing newsletter opt-out flags, please register email addresses as subscribers and send emails.

CSV subscriber registration

1. If you have existing subscribers, download the current subscriber list as CSV
2. Upload the email address list for important notifications as CSV and send the email
3. If necessary, restore the subscriber list using the CSV

Create distribution list for all users

1. Create a distribution list like "Important Announcements" with all members as subscribers
2. Send important notifications through that distribution list
